Design, financing, construction, operation, and maintenance of a water treatment plant supplying purified water to the world’s largest greenfield green steel plant, currently under construction in northern Sweden.
The facility will supply purified water to the different production stages of the steel plant while treating and recycling industrial wastewater generated. The green steel plant is the largest greenfield project of its kind in the world (€7,4bn). By supplying demineralized and cooling water, the infrastructure is essential to producing the green hydrogen, green iron and green steel that replace traditional coal-based steelmaking, a process responsible for around 7% of global CO2 emissions. The project benefits from secure water resources and will operate under a 25-year, fully contracted, inflation-linked availability-based concession, providing resilient and predictable cash flows.
Serena has partnered with John Laing, and Aquatech, a global leader in industrial water treatment, responsible for both construction and long-term operations and maintenance.
The project supports the EU’s 2050 Net Zero objectives, with the steel plant targeting up to a 95% reduction in CO₂ emissions. This investment further reinforces Serena’s technical expertise in water infrastructure, building on a track record of approximately €30 billion in EV in water infrastructure projects worldwide.
